Employment outcomes—placement, wages, and job retention—remain the definitive measures of employability program success. They are necessary for accountability and public trust.
At the same time, employment data often provide limited explanatory insight into how guidance may influence learner development during the period prior to placement. This paper does not argue for alternative success metrics. Instead, it identifies candidate hypotheses about observable behaviors that might relate to guidance influence during this pre-employment phase.
